Housing rehabilitation activities are supported by the City’s CDBG program. Below, you will find information about eligible work, how housing rehabilitation work is financed, and how to apply for the program.
Eligible Rehabilitation Work: Eligible repairs can include, but are not limited to, structural and mechanical repairs, roof, windows, siding, gutters, electrical, plumbing, energy conservation, and accessibility modifications. Housing issues affecting the health and safety of the occupants are addressed first. Ineligible repairs include, but are not limited to, luxury items, detached garages, decks/patios, driveways, and general remodeling/redecorating. Financing: Rehabilitation loans are available to income-qualified residents that are the owner-occupants of single-family units located within the City’s corporate limits. Assistance is provided through 0% interest, deferred-payment loans up to $30,000 for hard costs.
Eligibility: Income eligibility based on household size (80% Area Median Income (AMI) per the U.S. Department of Housing and Urban Development). The property must be the principal residence for the owner. The property must be within the corporate limits of the City of Bloomington. Additional eligibility requirements apply. How to Apply: Community members wishing to apply for the CDBG housing rehabilitation program must first submit a City of Bloomington Housing Rehabilitation Pre-Application here. A paper version of the pre-application is available as well. Once the pre-application is completed, staff will contact you to discuss the rehabilitation programs available, the program that may work for you, and the full application process for that program.
