The City's Citizen Participation Plan, adopted in April 2024, contains the policies and procedures for meaningful stakeholder consultation and public engagement in the planning and implementation of all Community Development Block Grant (CDBG) programs. The 2024 Citizen Participation Plan is a joint venture with the Town of Normal and McLean County Regional Planning Commission.
