The City of Bloomington Finance Department bills each month for water fees, sewer fees, storm water fees, solid waste fees, utility taxes, BNWRD fees, and other miscellaneous fees. The Hub can assist with your move in, move out, billing and payment needs for the City of Bloomington utilities. 

The city provides several convenient ways to set up, manage, and pay on your account.  Please find these options listed below.

Move In & Out Options And Requirements

Move In:

Please fill out the online application form below and your new service request will be completed by our representatives promptly.  If you need in person assistance with the form, please come into to the Hub at 115 E. Washington St Suite 103 and one of our representatives will help you sign up.  You must have valid identification to establish service.  Acceptable forms of identification are state issued driver’s license, state issued photo ID, or a passport.  If you have questions, please reach out to one of our Hub Billing representatives at (309)434-2426 Option 3. 

Move In: Application For Water, Sewer, & Garbage Service

You can call the Hub at (309)434-2426 Option 3 and speak to one of Hub Billing representative and they will take you through the proper steps.  You may also email the request with your full name, service address, account closing date, and forwarding address to ubpayments@cityblm.org.  Once reviewed, you will receive a confirmation from one of our representatives.

Payment Options

Please Note - If you have received a DISCONNECT NOTICE, do not use these online or Pay by Phone automated payment services to process your initial payment.  Please call 309-434-2426 to make arrangements for payment.
