The Public Works Department created this solid waste microsite to focus on the City's Solid Waste Program, which includes the disposal of garbage, recycling, leaves, brush, garden trimmings, bulk, and other materials. This microsite serves as a “one-stop shop” for this information with in-depth information for each waste type on separate pages. The city will also periodically use signage, flyers, social media posts, press releases, and other media to keep the public informed about this vital program. Customers are charged a monthly cart fee to participate in the program. Click here to view more information on utility fees.
Citizen Convenience Center
The Citizen Convenience Center is a location where Solid Waste Program customers can drop off their materials instead of waiting for curbside pickup. The service is provided at no additional charge for all acceptable materials except for clean concrete, rock, shingles, and brick, which have an additional fee. The facility is located at 402 S. East Street (on the corner of East and Jackson, south of the Bloomington Public Library). At this time, the Citizen Convenience Center is closed on Sundays, Mondays, and municipal holidays. Acceptable & Unacceptable Materials
Below is a list of acceptable and unacceptable materials for drop-off at the Citizen Convenience Center. These materials must be separated, as shown below. *These materials may be dropped off at the Citizen Convenience Center. However, the charge is the same as curbside pickup, which is $50 for 35 pounds or less and $100 per bucket (about 2.5 cubic yards) for more than 35 pounds.
Unacceptable
- Electronics
- Extreme demolitions (i.e., an entire garage or floor)
- Household garbage (food waste or food containers)
- Commercial or household hazardous waste (i.e., paint, varnish, oils, chemicals, tires, and automobile batteries)
- Dirt, sod, or any other waste that includes dirt
Do's and Don'ts
The do’s and don’ts listed below are additional requirements to improve safety, efficiency, and cost.
- There is no limit on the amount of leaves, brush, garden trimmings, bulk, appliances, empty propane tanks, or grass and thatch clippings when the work was completed by a Solid Waste Program customer. Businesses, contractors, persons for hire or barter, private organizations, and not-for-profit organizations are not permitted to use the Citizen Convenience Center. Commercial or contractor vehicles displaying company markings on the vehicle will not be allowed.
- To use the facility, Solid Waste Program customers must provide a City of Bloomington utility bill addressed to the user that shows that the user is billed for the program and either a valid Illinois Driver’s License or valid Illinois State ID Card with name matching the utility bill. All documentation must be shown to staff at the facility. Illinois Driver’s Licenses and Illinois State ID Cards will be scanned to record the customer’s address to track materials coming into the facility.
- To dispose of basement, interior, and exterior remodeling debris at the facility, you must also show a Building Permit issued by the City of Bloomington.
- Customers are responsible for unloading their own materials into the appropriate locations as directed by the City employee on-site.
- Bulk items must be loose and not bagged.
