It’s time to register rental properties for the 2025 calendar year!

The following payment options are available for the 2025 registration year:

  • E-check payments (ACH) are only accepted through the OpenGov online portal.
    • There are no additional fees for the payment option.
  • Credit card payments are only accepted through the OpenGov online portal.
    • There is a processing fee assessed for this payment option
      • As a courtesy, we will be refunding any processing fees for credit card payments.
  • Paper check payments will only be accepted if:
    • The rental property is registered through the OpenGov online portal prior to making payment.
    • The check payment must be accompanied by the printout of the email notification received from OpenGov that the rental record is ready for payment.
      • If the printout of the email notification is not received with the payment, the check will be returned.
      • When submitting a check payment for multiple rental records, the email notification for each record must be included with the check payment.
  • We also offer the option of processing a batch payment for multiple rental registrations.
    • If you are interested in the batch payment option, please contact our office by phone (309) 434-2226 or by email at comdev@cityblm.org to request information on this process for your rental registrations.

The Rental Housing inspection program protects the City's rental housing stock through the participation of owners, tenants, the City and the community through periodic building inspections and annual registration. Rental Inspectors also respond to complaints.

Report a Complaint

  • To report a Complaint/Concern with the City of Bloomington: Contact the Community Enhancement Division at 309-434-2244 or visit OpenGov to submit a Property Maintenance Complaint.
    • NOTE: Noise complaints should be reported to the Bloomington Police Department at 309-820-8888.
