On February 13, 2023 the Bloomington City Council adopted an ordinance amending Article III of Chapter 45 of the City Code regarding Neighborhood Preservation & Vacant Commercial Buildings and the schedule of fees in Chapter 1. 

The intent of this article is to protect the health, safety, and welfare of the community by establishing a registration process for vacant commercial buildings and derelict buildings.   
Responsible persons will be required to register, annually, all vacant commercial and derelict buildings as well as implement maintenance plans to prevent deterioration, unsightly blight, and adverse impacts on adjacent property and neighborhoods.  

The new ordinance will go into effect on May 1, 2023 and responsible persons will have 24/7 access to register their properties through the City of Bloomington's new Citizen Services Portal, OpenGov, at that time.
