The mission of every police officer is to professionally serve the community. In the process of this endeavor they are a highly visible part of the criminal justice system. A police officer must recognize their responsibility to serve the public to the best of their ability. Fair and impartial law enforcement, which respects the individual dignity of all citizens is essential and must be accomplished with tact and diplomacy whenever possible.

The Bloomington Police Department recognizes the need for the filing of legitimate complaints against
police department personnel. It would be our hope that citizens will never need to use this complaint
form, as we do not want to fail in our continuing efforts to provide the best possible service.

Policy
It is the policy of the Bloomington Police Department to accept, investigate, and review all complaints of either alleged misconduct or improper handling of an incident on the part of police personnel, sworn or non-sworn, as expeditiously as possible in order to gather all of the facts to substantiate the citizen's complaint or clear the employee. The Bloomington Police Department recognizes the need for the filing of legitimate complaints against police department personnel. It is our hope that citizens will never need to use this complaint form, as we do not want to fail in our continuing efforts to provide the best possible service.

If you wish to file a complaint concerning the actions of Bloomington Police Department personnel, please follow the procedures listed below:

  1. Request to speak with the on duty shift supervisor.

  2. If your complaint is not resolved after speaking with the on duty shift supervisor, the shift supervisor may ask you to assist him/her in completing a Citizen Complaint Form. The form has a place to list the facts of the incident and the manner in which they occurred.

  3. The law requires you to complete a sworn affidavit that has to be notarized before the complaint can be investigated. The Police Department can assist you with getting the form notarized at no cost or you may take the form to a notary of your choosing.

  4. If you do not wish to speak with a shift supervisor, at that time, you can obtain a copy of the complaint form to take with you. This form is available online here, at the front desk and in the in the lobby of the Police Department.  Additionally there are several community organizations including the NAACP, Not in Our Town, Public Safety Community Relations Board (PSCRB), and others who have access to these forms and can assist you in filling them out and having them notarized.  To learn more about the PSCRB click here: English or Spanish

  5. If you would like to file a formal complaint through the mail, obtain a form as described above or download our complaint form (English or Spanish) have it Notarized and mail to:

  6. After filing a formal complaint with the department you will be contacted by the Office of Professional Standards concerning the status of the investigation. If you have questions about your complaint or the process you may contact the Office of Professional Standards during regular business hours at (309) 434-2350.
Note: It is the policy of the Bloomington Police Department that complaints from individuals who display symptoms of alcohol or drug intoxication will not be accepted until such time that the complainant has attained full sobriety.
