It is illegal under both state law and city ordinance to sell alcoholic liquor in the City of Bloomington without first obtaining liquor licenses from the City of Bloomington and the Illinois Liquor Control Commission.

New liquor licenses are created by a vote of the Bloomington City Council after a hearing in front of the Bloomington Liquor Commission.
